Social Oversight
Social oversight is the right and duty of citizens to participate—individually or through their organizations, social networks, and institutions—in monitoring public management and its outcomes, in accordance with applicable regulations, ensuring the proper use of public resources and assets.
CONTEXTUAL ELEMENTS
The 1991 Political Constitution of Colombia establishes citizen participation as a fundamental principle, right, and duty. This participation is made effective through various mechanisms, further strengthened over the years by decrees issued in response to legal reforms and the country’s social transformation.
CITIZEN OVERSIGHT COMMITTEES
These are democratic mechanisms that allow citizens and civil society organizations to monitor public management, in accordance with Article 270 of the Colombian Constitution and Article 100 of Law 134 of 1994. Their objective is to strengthen social oversight, supervise public administration, and encourage participation in decision-making.
